Government e-Marketplace is where central and state government departments now buy most of what they need. Getting listed is the easy half — winning orders depends on the catalogue being right, the category being open to you, and someone watching the bids that actually suit your business.

Seller registration and onboarding

Setting up the seller account against the right entity type, completing the organisational and bank details, and linking the registrations the portal checks against — PAN, GST, Udyam and the entity's incorporation record. Getting the entity type and linked registrations right at this stage avoids a rebuild later.

Catalogue listing and brand approval

Mapping what you sell onto GeM's product and service categories, preparing the specifications each category demands, and taking the brand through approval. Catalogues are rejected far more often on specification mismatches than on anything commercial.

Vendor assessment

Preparing for and coordinating the capability assessment carried out through a GeM-empanelled agency, where your categories or OEM status require it — including the documentation and premises readiness the assessor will look for.

OEM registration and authorisation

Establishing OEM status where you manufacture, and putting reseller authorisations in place where you sell someone else's brand. Missing authorisation is one of the most common reasons a listing or a bid is disqualified.

Winning and delivering orders

Tender and bid search

Monitoring the categories, buying organisations and locations that match what you supply, and shortlisting the bids worth your time. Bids open and close continuously, and the response window is usually the binding constraint rather than the paperwork.

Bid participation and reverse auctions

Preparing and submitting bids against the buyer's technical and financial conditions, handling the eligibility documents, and participating in reverse auctions where the buyer runs one. We also read the conditions before you commit, since some carry delivery or penalty terms a smaller supplier should not accept.

MSE and startup benefits

Claiming the relaxations on prior turnover and prior experience that micro and small enterprises are entitled to under public procurement policy, and making sure your Udyam registration is linked correctly on the portal so the exemption actually applies when you bid.

Orders, invoicing and payment follow-up

Contract and order acceptance, generating invoices through the portal, tracking delivery and inspection milestones, and following up where payment stalls against a completed order.

Before you register

GeM checks your business registrations as part of onboarding, and the MSE benefits above depend on Udyam being in place first. Common questions

Do I have to be a manufacturer to sell on GeM?

No. Manufacturers, resellers and service providers can all sell on GeM. What changes is the paperwork: a reseller listing someone else's product generally needs authorisation from the brand owner or OEM, whereas a manufacturer can list under its own brand once the brand is approved. Service categories work differently again and are listed against defined service templates rather than products.

What is vendor assessment and will I need it?

Vendor assessment is a check on your capability and premises carried out through an agency empanelled by GeM. It is not required for every seller — it depends on the categories you want to sell in and on whether you are seeking OEM status. It is worth establishing early whether your categories need it, because it gates listing rather than following it.

How do I find tenders that are actually relevant to me?

GeM publishes bids by product and service category, buying organisation and location, and they open and close continuously. The practical problem is not finding bids but filtering to the ones you can realistically win and meeting the response window. We monitor the categories that match what you supply and flag the ones worth bidding on.

Do MSEs and startups get any advantage on GeM?

Yes. Under public procurement policy, micro and small enterprises get relaxations on prior turnover and prior experience conditions that would otherwise exclude a newer business, and government buyers work to procurement targets from MSEs. Claiming this requires your Udyam registration to be in place and correctly linked on the portal, which is a common thing to get wrong.
